Rules change, and differ by country
Import eligibility is decided at national level and road registration is decided at state, provincial or territory level. These rules differ between countries and between states within a country, and several jurisdictions have revised their treatment of kei vehicles in recent years. Always confirm the current position with your own customs broker and vehicle registry.
The 25-year rule is specific to the United States
Guidance on this site about the 25-year exemption applies to imports into the United States. Canada, Australia, New Zealand and other countries operate different schemes. Do not apply US guidance to a non-US import.
Federal import is not road legality
Meeting a country's import requirements allows a vehicle to enter that country. Whether it can then be titled, registered and driven on public roads is a separate question decided by a different authority.
